Independent Living Services (CADDS Service Code 520)
Independent Living Services is a non-medical program that empowers adults with developmental disabilities who are transitioning to an independent or semi-independent environment. The goal is to help each Consumer reach their maximum potential while living in the most “normal,” least restrictive environment possible.
Through Independent Living Services, your loved one identifies one or more Direct Support Professionals (DSPs) to provide one-on-one supervision, training, and support. The primary objective is to help the Consumer develop and maintain the essential skills needed for independent living, as identified in their Individual Service Plan (ISP).
Families can choose a DSP from their personal network, including family members, friends, or other trusted individuals who can provide loving and compassionate support. Please check with your Regional Center regarding any rules or restrictions that may apply to selecting a care provider.
Independent Living Services May Include:
- Daily living skills
- Choice-making
- Self-advocacy
- Locating and using community resources
- Emergency preparedness
- Managing financial affairs
- Using transportation
- Building and maintaining interpersonal relationships
- Support in accessing continuing education
- Employment
Admission Criteria for Independent Living Services

- The Consumer is at least 18 years of age.
- The Consumer is living in their home or plans to move into a home of their own, and has functional skill needs related to independent living, home management, self-care, cooking, cleaning, shopping, money management, transportation, safety, self-advocacy, health/wellness routines, community participation, or use of community resources.
- The Consumer has been assessed by the Regional Center to have a developmental disability and has been authorized in writing by the Regional Center to receive Independent Living Services.
- The Consumer and/or authorized Consumer representative agree to the Service.
- The Consumer has an approved Purchase of Service for service code 520.
- The Consumer’s IPP includes ILS objectives that can be met by Aven Care Providers ILS Program/Staff; specifically, the Consumer’s needs can be addressed through non-medical, instructional ILS support rather than a different level or type of service.
- The Consumer’s known risks can be reasonably mitigated through staffing, training, planning, supervision, and Regional Center coordination.
- Aven Care Providers has appropriate staffing, schedule capacity, service area coverage, and ratio authorization to provide the service safely and effectively.
